The Clerk of the Circuit Court is the official keeper of the records and the Seal of the Morgan County Circuit Court.  The Clerk's duties are governed by statute.

The clerks shall attend the sessions of court, preserve all the files and papers thereof, make, keep, and preserve complete records of all the proceedings and determinations thereof, except in cases otherwise provided by law or the order of their courts respectively.  705 ILCS 105/13

The Circuit Clerk collects and distributes all fines, costs, and fees assessed by the Court or required by statute.  There are also administrative duties such as statistical reporting and managing the office budget and staff.

The Morgan County Circuit Clerk is authorized to accept Passport Applications.  Forms are available in our office or click here.

Record Search

A request for records search must be in writing. FAX or mail requesting the search of the full name (with middle initial) and date of birth.

$5 for each year searched per defendant plus the costs of any copies required.

JURY INFORMATION

Prospective jurors are selected by lot from a combined list (provided by the Administrative Office of the Illinois Courts) of registered voters, licensed drivers, and holders of Illinois Identification cards over age 18 who reside in the county.

Jurors are notified by mail of their selection.  Enclosed in the mailing is a questionnaire to be completed and returned to the Circuit Clerk's office within five days.

A juror must be a US Citizen and must reside in Morgan County at the time of jury service.

Morgan County petit jurors are subject to call at any time during their one month of service.

Requests to be excused must be in writing to the presiding Judge.

TRAFFIC VIOLATIONS

Traffic tickets marked "YOU MUST APPEAR IN COURT" require a Court Appearance on the date and time marked on the ticket.  Failure to appear may result in the issuance of an arrest warrant.

If the ticket does NOT require a Court Appearance you may plead guilty and pay the ticket over the counter or mail your payment to: Morgan County Circuit Clerk, P O Box 1120, Jacksonville, Illinois 62651.  A conviction is reported to the Secretary of State.

Speeding 1 to 20 mph over the limit          $75

Speeding 21 to 30 mph over the limit         $95

Other non-court appearance violations       $75

Seat Belt Violation                                     $55

In order to obtain Court Supervision you must appear in Court on the date indicated on your ticket.  Contact the Circuit Clerk's Office for more information regarding Court Supervision at (217)243-5419.  If supervision is allowed, a conviction is not reported to the Secretary of State.  You are NOT eligible for Court Supervision if you have already been granted Supervision in the preceding twelve months.

You may plead NOT GUILTY and request a trial.  You must fill out the top of  the back of the blue copy of the ticket in the "AVOID MULTIPLE COURT APPEARANCES" section.  Please indicate whether you want a jury trial or a bench trial.  Mail this copy to the Clerk's office.  A trial date will be set and you will be notified of the new appearance date.

**Customers may apply for the passport card beginning February 1, 2008. However, card production will not begin until spring, 2008. Therefore, expedited service is not available at this time.

If international departure in less than 2 weeks, or passport is needed for foreign visas, application at a Regional Passport Agency may be advised.  Appointment required.
