Health Insurance Committee

The Morgan County Health Insurance Committee is created as a part of the county's transition to a partially self-insured health insurance program for employees. The committee serves as a representative body for the approximately 190 Morgan County employees in the oversight and administration of the health plan. Our use of the committee is modeled after other county and municipal plans and modified through the bargaining process and the inputs of Morgan County elected officials and employees.

The committee shall have the following responsibilities, subject to HIPAA and other state and federal restrictions:

  • Monitor the performance of the fund. The committee will track and trend the utilization of benefits and the marshalling of resources.

  • Liaison to employees. Assure that employees are served in a professional fashion, according to stated policy.

 

  • Research and development. Research and design plan improvements to improve benefits and/or contain rising costs. Recommend plan and policy amendments to the county board.

  • Promote wellness. Formulate, within the available local health resources - such as the Morgan County Health Department, Passavant Hospital, Community Counseling, etc. --low and no-cost wellness and fitness programs for the benefit of all employees.
